The farmer is a man who owns a farm.
History
He saw two pigs, Theresa and Steve run past, then noticed that the barn door was open. He grabbed a pitchfork strapped to a shotgun and went to check it out. After not finding anything in the barn, he goes to check his media room. During season 32, there was a flashback sequence that showed Skimpy Simpson was hiding in the barn unbeknown to the farmer.
Behind the Laughter
He bears a resemblance to the Can Owner from "Marge on the Lam".
