Viktor was a Ukrainian mob boss, who used to live in Kiev, Ukraine. He was an enemy of Wayne Slater.
History
Viktor was once at a party when terrorists started attacking, and Viktor's wife was shot, accidentally caused by Wayne.
A while later at his home, Viktor looked through his e-mails and found a link to MyTube. After watching "Auto-tune disaster victim", he saw a video showing Wayne attacking Mr. Burns. He went to Springfield, and found Homer there. He asked him if he knew Wayne, but Homer replied he had left.
