Victor was a Ukrainian mob boss, who used to live in Kiev, Ukraine.
History
Victor was once at a party when terrorists started attacking, and Victor's wife was shot, accidentally caused by Wayne.
A while later at his home, Victor looked through his e-mails and found a link to MyTube. After seeing "Auto-tune disaster victim", he watched Wayne stopping Snake Jailbird from robbing Moe's Tavern. He went to Springfield, and found Homer there. He asked if Wayne had any friends, and Homer first said he didn't, then said "except me".
