Victor was a Ukrainian mob boss, who used to live in Kiev, Ukraine.
History
Victor was once at a party when terrorists started attacking, and Victor's wife was shot, accidentally caused by Wayne.
A while later at his home, Victor looked through his e-mails and found a link to MyTube. After seeing "Auto-tune disaster victim", he watched Wayne stopping Snake Jailbird from robbing Moe's Tavern. He went to Springfield, and found Homer there. He asked if Wayne had any friends, and Homer first said he didn't, then said "except me". The mobsters kidnapped him, and he was shown on the Channel 6 News. Wayne went to find Homer, as he had eaten some tracking devices accidentally. He found Homer trapped at an ice rink, with terrorists skating around him. He shot all of them using a gun loaded with fire, t-shirts and gas, and freed Homer. Victor then arrived and took Wayne's gun, as well as having his own. Homer, freezing cold, wrapped his arms around him, which tickled him, allowing Wayne to throw an icicle into his throat.
