Victor was a Ukrainian mob boss, who used to live in Kiev, Ukraine.
History
Victor was once at a party when terrorists starting attacking, and Victor's wife was shot, incidentally caused by Wayne. A while later at base, Victor looked through his e-mails and found a link to MyTube. After seeing an "Auto-tuned disaster victim", he watched Wayne stopping Snake Jailbird from robbing Moe's Tavern.
