Viktor was a Ukrainian mob boss, who used to live in Kiev, Ukraine. He was an enemy of Wayne Slater.
History
Viktor was once at a party when terrorists started attacking, and Viktor's wife was shot, accidentally caused by Wayne.
A while later at his home, Viktor looked through his e-mails and found a link to MyTube. After watching "Auto-tune disaster victim", he saw a video showing Wayne attacking Mr. Burns. He went to Springfield, and found Homer there. He asked him if he knew Wayne, but Homer replied he had left. Viktor then asked if Wayne had any friends, to which Homer first replied he didn't, then said "except me". Viktor asked him if Wayne would attempt to rescue on of his friends, and Homer replied "only if they were tortured". The mobsters kidnapped him, and he was shown on the Channel 6 News. Wayne went to find Homer, as he had eaten some tracking devices accidentally. He found Homer trapped at an ice rink, with terrorists skating around him. He shot all of them using a gun loaded with fire, t-shirts and gas, and freed Homer. Viktor then arrived and took Wayne's gun, as well as having his own. Homer, freezing cold, wrapped his arms around him, which tickled him, allowing Wayne to throw an icicle into his throat.

- Viktor has an Apple Mac-like computer (most likely a Mapple product).
Behind the Laughter
- Wayne killing Viktor's wife and later killing Viktor himself is a reference to 24, where Sutherland's character Jack Bauer accidentally killed Victor Drazen's wife and daughter, and later killed Drazen himself.
