To solve his budget crisis, Homer made deals with other cities, allowing them to dump their garbage in a mineshaft in the outskirts of Springfield in exchange for paying a fee. Homer's department was financially solvent again, but the volume of garbage crammed underground caused it to come to the surface anyplace where there was a hole in the ground—such as on a golf green while Homer and [[Mayor Quimby]] were playing.
