The Saloon keeper was a person who was mad at Theodore Roosevelt for some reason in a daydream by Bart.
History
When Roosevelt was making a speech, the saloon keeper came out and shot him. Roosevelt took out the bullet and threw it back at the saloon keeper, killing him. His body then quickly decomposed and Roosevelt picked up his skull and ate it.

The saloon keeper is modeled and voiced like Moe Szyslak.
