The "Baby-Puppy Vendor" (real name not known) is a merchant in the Ethnictown neighborhood of Springfield. He claims to be selling babies out of a pushcart. From his accent, he seems to be of Italian origin.
History
When the Simpsons visited Ethnictown, they heard merchants calling out in a sing-song voice to advertise their wares. One of them was the Baby-Puppy Vendor, who called out, "Babies! Who wants-a babies?" as he pushed a cart full of pink and blue bundles. Homer picked up a pink bundle to look at it more closely, and on unwrapping it, discovered that the "baby" was actually a shaved puppy. When Homer confronted the man, he tried to mollify Homer by grinning broadly and saying, "I can see you know babies." Homer, however, was unimpressed.
