After Homer joined the organization, he was found to be the chosen one and took over the organization and the building until everyone decided to quit the Stonecutters. Homer sat in here ashamed with a lot of monkeys reenacting the civil war.

The "secret" tunnel seems to be a quick rout to HQ for power plant employees, as Mr. Burns has given other benefits to his employees who are members.
