The 'sueing relative' is one of Homer's relatives.
History
He appeared when Homer tried to show Lisa how successful the Simpsons are. When Homer asked him what he does for a living he replied that he steps in front of cars and sues the drivers for money.
He also attended Tyrone Simpson's birthday party in Dayton, Ohio.[1]
