Charlie is the Dangerous Emissions Supervisor of Sector 7G. He is one of Homer Simpson's friends.

Bad Luck
Charlie is known to have bad luck and usually is in a recurring joke where he experiences it. He is arrested for threating to beat up local officials over the slow progress of HDTVs [1]. He tries to escape a nuclear meltdown and is sent to a foreign land and is forced to dance on a table for its inhabitants but can't seem to do it right [2]. He claims that he has to use his sister's wooden leg as a baseball bat [3]. He was briefly disabled as stated by Lenny after Homer notices he is not at the plant [4]. However, is found out he is well and healthy. He, along with other employees, were set on fire due to Homer's negligence [5].
Charlie is replaced by Mindy Simmons after he, Homer, Lenny, and Carl play a prank on a worker and cause a meltdown. He is then sent to an Asian country as a result and is forced to dance on a table but fails ultimately [6]. It is unknown how he comes back to work.
Resemblances

Charlie bears a resemblance to Sam, one of the barflies at Moe's Tavern. this could be because they both have big glasses, they both have trouble with alcoholism, they have scruffy looks, worried eyes, and have bags under their eyes. They also occasionally are seen hanging out at Moe's Tavern as well.

In Matt Groening's second show, Futurama the character Terry appears to resemble Charlie including his primary role of being a background filler and his usual role of having bad luck.
Creation
Voice
He is voiced by Dan Castellaneta, who said that he was "just [doing] an imitation of Lenny", according to the commentary for "Homer at the Bat". His voice sounds similar to the Blue-Haired Lawyer and Arnie Pie, who are also voiced by Castellaneta.
