Kathy is an employee at the Springfield Nuclear Power Plant who works in personnel.
History
When Homer was describing Mr. Burns in a negative light, Mr. Burns showed up and said that description sounded just like Kathy from Personnel. Homer then screamed because he didn't realize Burns was there. Kathy then showed up and Mr. Burns asked her how things were, to which Kathy replied "excellent".
