Billy O'Donnell is a private detective.
History
During an investigation, Chief Wiggum digs up a grave, and reports finding two bodies in one, with one of them having a business card for "Simpsons and O'Donnel", and Grampa reveals was a private detective.
In '82, Agnes Skinner showed up at Simpsons and O'Donnel and asked Grampa and Billy O'Donnell to follow his boyfriend, Mr. Burns, as she's suspecting him of cheating. Due to Grampa having to babysit Homer, Billy proposes to go with Agnes, but Grampa tells them he never got back. Lisa doesn't wanna stop and uses her forensic kit for traces of blood and find AB-negative on it. At the DMV, with the help of Patty and Selma they find out that Billy was AB-negative.
Lisa takes the folder to Grampa and tells him they found Billy's car where today is the Power Plant and Grampa tells her she's messing with things she should let lie. But Lisa kept insisting, and he started telling more, that he went on searching him but he couldn't find him, or Agnes, till he was tipped he'd find her at the Springfield Squidport. After some romance between the two, she told him what happened that night, that they were following Mr. Burns and Smithers too see what he was up to, and Billy told her to wait in the car, but in the morning she was woken up by Cletus and Billy wasn't back.
Later, at Burns' manor, it's revealed that Billy was killed by Mr. Burns and to hide the truth, Grampa and Burns signed a deal where he'd hire Homer at the plant and he wouldn't have been fired no matter how bad he screwed up, currently a total of 742 times. Grampa tells Burns he found out his real secret, that he built the power plant with shredded phone books and then he killed him, but Burns tells him that he only paid him to keep secrecy and that he's alive at a tropical island and he gets the confirmation when Burns calls him.
