Mr. Lacost is a snotty French waiter at Springfield's fancy restaurant the Gilded Truffle. He was a server at Freddy Quimby's happy birthday party at the Quimby Compound and then falsely accused Freddy Quimby of beating him up in a kitchen.
History
He was serving as a waiter at Freddy's 18th birthday party. While serving up dinner, Freddy was amused by the way Mr. Lacost pronounced "chowder". Quimby followed Lacost into the kitchen (where Bart Simpson was hiding), Lacost refused to say "chowder" to Quimby again, a commotion was heard and Mr. Lacost was knocked out, Bart was the only witness. Quimby appeared in court after Lacost accused him of beating him senseless. in court Bart testified and was able to prove Lacost had clumsily crashed about the kitchen and knocked himself out.[1]
