Charles Montgomery Burns' adoptive father is the billionaire who raises Mr. Burns.
History
He turned up in a limo at Daphne and Clifford Burns' house once. Clifford asked his son, "Happy" (Mr. Burns' childhood nickname), if he would like to stay with his loving parents, or go live with this loveless billionaire. Young Burns immediately ran into the limo, saying "Let's roll," leaving his teddy bear Bobo behind.
Behind the Laughter
The scene where he adopts Mr. Burns was shown in the special Springfield's Most Wanted in which he was fully visible instead of appearing as a shadow.
The scene is a reference to Citizen Kane when young Kane is taken from his parents in rural Colorado to be raised by financier William Parks Thatcher, played by George Coulouris. Thatcher in turn was inspired by J. P. Morgan.
