Charlie is a boy who was briefly "adopted" by Bart Simpson.
History[edit]
When Bart decided that he wanted a younger brother because he was jealous of the relationship that Lisa and Maggie had, he went to the Springfield Orphanage to adopt one. When he was told that he couldn't, he left. However, Charlie saw Bart and followed him home. Bart was excited to get a brother who was similar to him and the two of them went around town having fun and pulling pranks on people. At the Kwik-E-Mart, Lisa encountered them and found out what happened. Lisa told Bart that he had to take him back to the orphanage, but Bart refused.
Bart took Charlie to see Sever V at the theater, hyping it up to Charlie. However, Charlie was scared of the film and cowered under his seat. As Bart and Charlie left, Charlie was scared and jumped at everything. Chief Wiggum then appeared from the bushes and tried to take Charlie back, with Charlie running to his side as he wanted to go home. Bart was upset that Charlie would betray him like that until Charlie took Wiggum's pepper spray and sprayed him in the face. Bart and Charlie then ran off with Wiggum chasing them.
Bart and Charlie hid in a huge pile of snow after making a cave inside it. Bart decided that he and Charlie were going to run away together and live on the streets. Lisa then showed up, having followed their trail of lost Winter clothing. She asked Bart to choose between her and Charlie. As Bart was trying to make up his mind, Plow King buried them in the snow. Lisa was annoyed at being trapped but Bart and Charlie worked together to pee on the snow to melt it.
Charlie was then taken back to the Orphanage. When Bart and Homer went to visit Charlie, they found that he had been adopted by a family with six daughters. Charlie called out of the car's window for Bart to save him as he was taken away.

Personality[edit]
Charlie is very similar to Bart in many ways, liking pranks and knowing the best ways to escape from buildings. However, Charlie's age shows when compared to Bart, such as when Charlie got scared by a horror film. Charlie also uses his young age to his advantage, acting like a scared child to get close to Chief Wiggum so he could steal Wiggum's pepper spray.
