Sam Young was a tourist in Springfield.
History
When Homer made his own burger, The Clogger, at a Krusty Burger he let Sam Young test it. Sam told Homer that he and his family just stopped there to visit the restroom and that they came to Springfield to see some of the sights from The Simpsons Guide to Springfield but they found it was grossly misleading, for instance the Bluegrass Festival turned out to be Cletus mowing his lawn so they tried to get away as fast they could. Homer then pressed the burger in his mouth and he liked it. Because an out-of-towner liked i, other customers in the restaurant also wanted the burger.
