The FBI agent is an investigator for the FBI who was looking into Fat Tony.
History
When Homer went to prison for bribing an official, the agent offered Homer a way out. He gave Homer a disguise and a new name, Nicky Bluepants Altosaxophony. He also gave Homer a wig with a microphone and a camera in.
He was later undercover as a guard in the prison. He tripped up Louie in order for Homer to beat him up to gain Louie's trust and the Mafia broke Homer out of prison.
He was there when Fat Tony was declared dead and refused to even give Homer a handshake.
