Geech is a "smell-hound", owned by Merl, a cousin of Cletus. He was accidentally sealed in concrete by his owner Cousin Merl who "Aint been quite right lately" causing a pre-mature horrific demise.

He also appears in The Simpsons: Hit and Run, on levels 2 and 5, as a gag, where he comes out of the cement mixer.
