Halpern is a friend of Homer, Lenny, and Carl who they meet at nuclear power conventions.
History
When they met at the convention at Boise Astoria, Homer and Halpern start to fight when Homer thought that he put a dead goat in his bed. Halpern replied saying "He wasn't dead until you rolled over on him" and made up again quickly. Halpern then decided to spike Sherman's Diet Buzz Cola and got him drunk as Homer, Lenny, and Carl all watched and laughed while he made out with one of the women at the convention.
