The Burns' Alien was actually Mr. Burns after one of his longevity treatments.
History
After a Friday night of drinking at Moe's Tavern, Homer walked home and took a shortcut through the forest. He saw what he thought was an alien with a green glow that said "I bring you peace!" in a high-pitched, gentle and pleasant voice. The encounter scared Homer so badly he screamed and ran the rest of the way home. When Homer told everyone what he had seen, the report of his sighting triggered an FBI investigation (from Agents Mulder and Scully). When they found no evidence to corroborate Homer's story, they (and the entire town of Springfield) figured that Homer was crazy.
Homer was persistent, however, and returned to the scene the next Friday, where this time he was able to capture the alien on video. The Friday after that, the townspeople turned out at the scene in force, hoping for a glimpse of the alien. When it appeared again, they advanced on the alien and were about to beat it up when Lisa hollered for them to stop. Lisa shone a flashlight on the alien's face, revealing that it was actually Mr. Burns.
Smithers then appeared out of the woods and explained what was happening: Burns receives longevity treatment once a week to cheat death for the next seven days; this leaves him twisted and disoriented (and with a sweet heavenly voice). Back to his normal self, Burns reveals that his apparent healthy green glow is due to many years of working in a nuclear plant, and then renounces his promises of peace and love and instead says that he brings famine and hatred. Before he can say anything else negative, Burns receives a booster shot from Dr. Nick and everyone sings "Good Morning Starshine" along with him.
