Lieutenant Rusty was the captain of the boat of Red River Adventure at Tetanus Town.
History
When Bart and Lisa was hunted by bullies at Tetanus Town they jumped on board of the boat at Red River Adventure. The bullies ware getting catch up so Bart throw Rusty overboard.
