Normal Head Joe Spuckler is Cletus' new baby. He has a swollen head because of an infested tick, one tooth, and hardly any hair.
History
Brandine Spuckler gave birth to Normal Head Joe, which at that time did have a normal head. He was infested with a tick, which caused his head to swell up. Days after, Bart and Lisa Simpson were searching for truffles when Lisa told Bart to get a truffle the size of Normal Head Joe's head. Cletus was talking to him outside his house.
