After Mr. Burns was caught dumping nuclear waste in Springfield Park, he was fined 3 million dollars. In return for the money he paid, he decided to take the Statue of Justice from the Springfield County Courthouse. Later, in the Springfield Shopper's headline photo, Smithers was seen carrying the Statue of Justice.
