Officer Otto is a police officer.

History

Otto first appeared selling chocolate at a Sex Pistols concert. Nancy Spungen bought some from him and then ran off, leaving Milhouse to pay for it. When Milhouse paid for it, Constable Wiggum grabbed him and congratulated Officer Otto, who was undercover, on a job well done. Officer Otto then said, in an English accent, that he was happy to be of service.
