Edward Powell was the adoptive parent of Homer's half-brother Herbert 'Herb' Powell. His wife's name is Mililani Osler, who gave birth to three daughters Coco, Wanda and Carla. They adopted Herb because they could not have a boy.
Location
They most likely used to live in Shelbyville as Herb was adopted from Shelbyville Orphanage.
