The Shiverer is a robber.
History[edit]
One night the Shiverer robbed a bank in Zenith City using his new weapon, a gun that fired bursts of icy snow. When Radioactive Man tried to stop him the Shiverer blasted him with the snow. The snow was so cold that Radioactive Man became ice cold and the Shiverer escaped. The Shiverer was ravaging the city undisturbed until The Radioactive Manqués fought and then arrested him.
