Stavros is chef at Skobo's. Based on his accent, he is likely of Mediterranean, possibly Greek, decent.

History

When Homer was going with Bart to Upward Bound they stopped at a restaurant called Skobo's. After laughing at some other customers Bart headed to the bathroom. After a while, as Homer finished up his meal, he suddenly realized that Bart had never come back from the bathroom and ran in looking for him. Homer ran over to the open bathroom window thinking Bart had escaped through there. Bart, however, had merely hid in the stalls and quietly sneaked out, telling Starvros that there was a customer in the washroom attempting to 'dine and dash.' Bart then ran outside and in front of the window, causing an irritated Homer to call after him. Homer tried to fit through the window to chase after Bart, but he ended up getting stuck. At the same time Stavros entered the washroom and began hitting Homer in the butt with a frying pan.[1]
