Hugs Bunny was the referee at an Easter Egg hunt.
History
He was announced as the referee and a kid ran up to hug him. He, however, said he was legally unable to hug the kid. Later, he annoyed Homer after he was cheating the hunt for Maggie. He and Homer then got into a fight which resulted in Homer smashing through a window, but not before ripping off at least one of his ears.
Behind the Laughter
The name "Hugs Bunny" is a reference to Bugs Bunny from Looney Tunes.
