Admiral Carstairs is an admiral who attended Mr. Burns' party.

History

At the party, Burns took his son, Larry Burns, to the admiral. Larry insults him causing the admiral to get annoyed and Burns to take Larry away.

He was on the jury when the Simpsons were accused of killing Captain Jack, he also attended the judge's party.

Much like the Dowager he is often seen at high profile events.
