He is talking to Dr. Hibbert and his wife, as Mr. Burns walks over. When he tries talking to them, Dr. Hibbert makes the excuse that he has surgery in the morning, with the guest saying that he is the one having the surgery.
Behind the Laughter
The party guest bears a striking resemblance to the radiated Springfield Nuclear Power Plant employee from "How I Wet Your Mother" and "Them, Robot". However, his nose is a different style and he has a deeper voice than the employee.
