Homer Simpson is a character from the show Police Cops. His partner was Lance Kaufman[1].

History
Homer Simpson started off as a Police Cops character who was very cool and a great police cop. He used a catchphrase "And that's the end of that chapter", and a scarf which he flicked around his neck whenever he said it. He also owned a palace in Europe. All of this was only in the pilot episode of the series.
When the real show started he had become a "bumbling sidekick" who was very accident prone and had a new catchphrase ("Uh oh, spaghettio's"). He once managed to get stuck on top of a lamppost and had a tendency to walk into cacti.Reaction
Originally, they all thought Homer was great due to the character having the same name and they were led to believe that the character was based off the real Homer Simpson. But, from the second episode onwards, Homer became a laughing stock. The citizens of Springfield laughed at Homer as the character had the same name as him. Homer changed his name to Max Power because of the negative reaction towards him.
Traits
Homer Simpson's trait of walking into cacti was gained after the real Homer went to see the executives of FOX and ask why his character had been turned into a buffoon. Homer then walked into a cactus which was then written into the show.
