The unnamed man with telescope was a man observing neighbors through a telescope from his home.

History

During one such instance, he noticed Bart Simpson, who was also watching others, and the two briefly made direct eye contact from their respective houses. He later misinterpreted Bart’s movements as a potential threat when Bart left his home and approached a nearby residence. Believing himself to be in danger, he reacted with alarm and called out for “Grace.”
