History
He was the announcer at the Penitentiary Prison Rodeo. He tells Delbert that they are not slaughtering the animals when he gets a knife to one. He was happy to see the criminals, such as Jack Crowley, get hurt. He thought that it was the best prison rodeo they had. He then told Homer that he could complain about his back pain all he wants.[1]
