Phil is a television reporter. He was retired when Scott Christian and Kent Brockman came along.

Behind the Laughter

His character was retired when Scott Christian and Kent Brockman were introduced. He does, however, make a cameo in the episode "Two Cars in Every Garage and Three Eyes on Every Fish". In his appearance in The Call of the Simpsons he sounds a lot like Kent Brockman.
