Arnold Leach is the CPO for the publicer, that owns Radioactive Man.

History

He got the "Good Guy" award in recognition of his lifetime of service to the comic book industry. Days before the award confirmed he at they should kill Radioactive Man. This got Bart as Bartman try to through Morty Mann persuade him not killed the character. They met before get got the award ceremony in which he called the audience for moronic little fanboy geeks. That conversation was recorded by Bartman and when Leach found that out, he changed his mind and let the character live.
