The EPA Scientist (also referred to as the "EPA Man") is an agent of the Environmental Protection Agency. He is in charge of making sure that the Simpsons take proper care of the Screamapillar.

History

The EPA Scientist appears (seemingly from out of nowhere) right after the Simpsons discover that the Screamapillar has taken up residence in their new koi pond. Citing the "Reversal of Freedom Act of 1994," he informs them that because it's an endangered species and has chosen to live in their backyard, they are responsible for its safety and well-being. He leaves them a booklet with instructions on how to care for the Screamapillar, and leaves.

The EPA Scientist returns when Homer believes he has accidentally killed the Screamapillar and decides to bury it on the sly -- partly to avoid trouble with the EPA, but mainly just to be rid of the Screamapillar. This time, the EPA turns out in force with helicopters. The Screamapillar is okay, but Homer is arrested on the charges of "attempted insecticide" and "aggravated buggery," for having tried to duck out of being responsible for the Screamapillar's care. When Homer is tried on the charges, he is found guilty and sentenced to 200 hours of community service.

The EPA Scientist's name isn't specified. He mentions having had a wife, who left him.
