The stock broker was the man who told Homer that his stock at the Power Plant just went up for the first time in ten years.
History
It's unlikely that he and Homer contact each other regularly, since Homer didn't know that he owns stock. He works out of a dingy office that is devoid of books, computers, files or items often associated with finance.
