Perkins is a chief.
History
Perkins was sending McBain, Aussie Steve, Tyson Neil Degrasse, and Kicking Chicken on a hunt of Dr. Malevolent in Bolivia. Everyone but McBain was killed. Perkins let McBain be his daughter's bodyguard after he had received death threats from Dr. Malevolent. After McBain defeated Malevolent was Perkins showing up and it turns out that his daughter is really Agent Milano and she had working undercover.
