The Wacky Dog is a half-human, half-dog.
History
He was at the Dog Pound where Dog Catcher Willie put him in the gas chamber, despite the Wacky Dog saying that he was half-human and could speak English. As he was getting gassed, he started laughing until his laughter faded away. After Shady rescued his puppies, he opened the gas chamber and the Wacky Dog came out again, still alive. He then said that it still beat working for Disney.

The Wacky Dog is a parody of Goofy from Disney.
