Horst is one of the German businessmen that took over Springfield Nuclear Power Plant, along with Hans and Fritz.

History
How Horst got to know Hans and Fritz was unknown, but he assumedly worked for one of them prior to their merger. When Fritz and Hans bought the plant, Horst was selected to help the SNPP employees acculturate to their new bosses, and remarked that he was chosen for this job as his bosses considered him the friendliest looking. Horst did not think highly of Homer, largely due to Homer's lackadaisical attitude towards work and his infamous "Land of Chocolate" daydreaming. Horst stopped working at the power plant when his bosses sold it back to Mr. Burns after realizing how costly and dangerous it was to maintain it.[1]
