Nigel Bakerbutcher is a security consultant from England who sets up security cameras all around Springfield, like the ones he set up in London, with the help of Mayor Quimby. Ned Flanders and Marge Simpson offer to help out and Marge points out that he sounds just like Paddington Bear.
Eventually, it turns out that he was just sent to set up the cameras to obtain footage for a TV series in England called The American Oafs.
