Chuck Bly, also known as the pool guy, is a pool instalator who works in Springfield.
History
He was contracted to build a pool in Ned Flanders' backyard. However, due to a mix up at his office he ended up building the pool in Homer Simpson's backyard, much to his delight. When Chuck realized his mistake he attempted to fill in the pool with dirt, but Homer refused to let him and militarized his house and yard with the help of Herman.
