The Undercover Nerd bully is a bully from the Rainier Wolfcastle film, Undercover Nerd.
History
When Bart found the Undercover Nerd movie set, he watched a short scene from it. During the scene three bullies were seen picking on some nerds when Melvin Eugene Punymeyer, played by Wolfcastle, walked up to them and asked where the chess club was. The bullies tried to beat up Melvin, but he grabbed the first bully and threw him into the second bully. The force of his throw caused the second bully to be impaled by the first.

His hair color changes in each shot from blond, to black, and then back to blonde.
