The Crazy dog man is a crazy man that throws dogs, very much like the Crazy Cat Lady.
History
On Valentine's Day, he meets the Crazy Cat Lady after throwing a dog near her. They flirt with each other with the cat lady offering him a cat before taking it back, playing hard to get. They then hold hands as their pets attack each other.
