Steven "Steve" Grabowski is a parking officer in New York.

History

When Homer Simpson travelled to New York to retain his car, which had been left there two months ago by Homer's friend Barney Gumble and it's windscreen being filled with tickets, he called the number that was written on the clamp on a car wheel, and was told by the telephone operator that he had to wait between 9:00 a.m. and 5:00 p.m. for Parking Officer Steve. Later, when Homer was in the bathroom in the South Tower, of the World Trade Center, he looked out the window and saw Steve writing a ticket. Homer raced down and saw that he had been fined for "failure to wait by vehicle" for $250. Then, Homer, who wanted to leave before the sun went down and the wierdos went "cuckoo", started to drive with his clamp still on.
