Andy was the Prime Minister of Australia.

History

Bart made a six hour, $900 collect call to Tobias Drundridge. Tobias' father Bruno was outraged and decided to report this to Gus, his member of parliament. Gus was also outraged so the duo went to Andy, the prime minister. It became an international incident and eventually Evan Conover brought Bart to Australia to apologize. Bart did so, but then Andy announced that it was time for the booting. Bart managed to escape back to the American embassy and eventually the Aussies agreed that Andy would only kick Bart once with a regular shoe through the embassy gate. Bart reluctantly agreed, but in the end jumped out of range of the kick and proceeded to moon the audience.

Behind the Laughter

Andy's look is possibly based on former Australian Prime Minister Malcom Fraser, the 22nd Prime Minister of Australia. Also, his name may come from former Australian Prime Minister Andrew Fisher, the 5th Prime Minister of Australia.
