Frankie was a Health Department inspector and an old friend of Moe Szyslak.

History

Frankie and Moe were friends since childhood. Their dads used to get drunk together and make Frankie and Moe fight each other. Whenever Frankie knocked out one of Moe's teeth, his dad would buy him a malted. In one fight where Frankie temporarily blinded Moe, Frankie's dad bought him a bicycle.

When Frankie grew up, he became a health inspector and a regular customer at Moe's Tavern. The inspections Frankie conducted at the bar were mere formalities rather than real inspections, because Frankie would deliberately ignore health code violations in the interest of keeping the bar open. He didn't want the bar to close, as he often visited the bar to avoid spending time with his wife.

Frankie died during a health inspection at Moe's Tavern from eating one of Moe's pickled eggs. A week later a new inspector came who turned out to be much stricter than Frankie had been. The new inspector was appalled at all the health code violations he found, and he ordered the bar to be closed until they were fixed -- starting with removing Frankie's body, which was still lying on the floor.
