The Mugger is the man who steals Marge's necklace in Strong Arms of the Ma. He is seen wearing a trenchcoat and a Goofy like hat.
Role in the Simpsons
When Marge and the kids have to drive home from Rainier Wolfcastle's house she meets a mugger on the way who steals her necklace and runs off. The Mugger causes Marge feel weak and become a shut-in too afraid to venture outside the Simpson house. Marge gets redemption against him days later by beating him up in front of the townsfolk.
